Ah now the question is abit more specific. It appears you want the tenants to be able to watch the video through their satellite TV.
First of all I would be a little concerned about the ability of wireless camera's to be able to work through an 11 storey concrete highrise, but if the system works to one central location you are set.
There are two ways you could go about this, well 3 but the third is abit costly.

1. Connect the DVR to the internet, that way everyone with a computer can have access to the system. You could limit outside access with the router if you so wanted. The issue with this is you need to make sure your DVR can handle multiple users. This option is best because depending on access levels each user can view current and past footage.

2. get a video modulator. Channel vision and Channel plus have versions of these. Basically they use a channel on your Cable. With 16 camera's you would need to get a number of units. You could connect 1 camera to each individual input via the looping outputs on the DVR or you can use the Spot monitor output to send a split screen.
